


Innovating VET experiences for training in Latin America
The project aims to strengthen Vocational Education and Training (VET) in Guatemala and Venezuela to foster socio-economic development in rural and disadvantaged areas.

The experience served to reinforce the international nature of the consortium of organisations involved in the project, and once again highlighted the importance of creating sustainable collaborative networks between educational institutions, social organisations and public authorities in order to strengthen vocational education and training in Latin America ECCA Social, the coordinating body for INNOVET LATAM, took part in the international mobility event held in Guatemala from 13 to 18 April 2026, which brought together European and Latin American partners with the shared aim of advancing the improvement of vocational education and training (VET) in Guatemala and Venezuela. The mobility programme took place between Guatemala City and Antigua Guatemala, and included institutional meetings, training activities, visibility initiatives and opportunities for exchange between the participating organisations. Various activities took place during the week: Institutional meeting at the Delegation of the European Union in Guatemala with representatives from educational institutions and local organisations. Visit to the offices and facilities of the partner organisations in Guatemala (Universidad Popular de Guatemala and ASEC-IGER). Official event to present and promote the project at the Spanish Cooperation Training Centre (AECID) in Antigua, Guatemala, organised in collaboration with ASEC-IGER and the Universidad Popular de Guatemala. Training sessions delivered by European partners in the consortium on European tools for vocational training, including ESCO, EQF, EQAVET (IAL FVG) and the EntreComp framework (IHF Europe). Networking and cooperation opportunities between organisations from Europe and Latin America to strengthen future collaborations. INNOVET LATAM is a project funded by the European Union’s Erasmus+ programme, which aims to strengthen Vocational Education and Training (VET) in Guatemala and Venezuela in order to boost socio-economic development in rural and disadvantaged areas. The project promotes public-private and cross-border cooperation through innovative methodologies and practical tools aligned with EU frameworks, such as the European Qualifications Framework (EQF), ESCO and EntreComp. It focuses on developing operational solutions to modernise VET systems and better align them with the needs of the labour market. The INNOVET LATAM project, co-funded by the Erasmus+ Programme of the European Union, proudly presents its EntreComp Training Tools, the latest milestone in its mission to strengthen Vocational Education and Training (VET) in Guatemala and Venezuela. Developed by European partners and co-designed with Latin American educators, this suite of tools and learning resources introduces the Entrepreneurship Competence Framework (EntreComp) to VET institutions, bridging the gap between technical education and real-world skills such as creativity, collaboration, problem-solving, and resilience. The EntreComp Training Tools aim to make entrepreneurial learning a reality for everyone — not just business students, but all learners who want to act, create, and lead change in their communities. The EntreComp Training Package consists of five structured modules, complemented by four operational tools, offering both theory and hands-on practice. Together, they form a cohesive learning ecosystem that supports trainers and learners from awareness to application, and from individual reflection to collective action Each module corresponds to one of the three EntreComp competence areas — Ideas & Opportunities, Resources, and Into Action — and concludes with a step-by-step roadmap for embedding EntreComp into institutional practice: Understanding the Entrepreneurial Competence – introduces the entrepreneurial mindset as a life skill for all. Ideas & Opportunities – helps learners identify and develop meaningful ideas through creativity, ethical thinking, and sustainability awareness. Resources – guides participants to mobilize their inner and external assets, from self-awareness and motivation to teamwork and financial literacy. Into Action – transforms ideas into real-world projects through initiative, planning, and adaptive learning. Embedding EntreComp in VET – a 10-step roadmap for integrating entrepreneurial learning into teaching, curriculum, and institutional strategy. This structure makes the EntreComp framework accessible, adaptable, and actionable — especially for trainers new to competence-based education. Each tool complements a training area, helping learners apply EntreComp principles through structured reflection and collaborative project design: Tool 1 — EntreComp Penetration Checklist: supports educators in assessing how deeply entrepreneurial learning is integrated into their teaching and institutional culture. Tool 2 — Problem Tree Template: guides learners to identify and analyse real-world challenges, explore root causes, and begin ideating purposeful solutions Tool 3 — Advanced Self-Reflection Template: helps learners map their personal and collective resources using SWOT, TOWS, and Triple Bottom Line frameworks to design realistic, ethical, and sustainable projects Tool 4 — Theory of Change Project Template: provides a structured framework to turn ideas into impact, including evaluation grids for trainers to assess logic, sustainability, and social value Tool 5 — EntreComp Maturity Rubric: encourages educators to recognize and reinforce the entrepreneurial potential of every learner. Together, these instruments create a powerful ecosystem for learning by doing, ensuring that entrepreneurial competences — creativity, initiative, perseverance, and teamwork — are cultivated at every level of the VET journey. The EntreComp Training Tools are designed not as static lessons, but as dynamic, flexible, and inclusive resources. Trainers can adapt them across disciplines — from agriculture and tourism to technology and crafts — while students are encouraged to co-create, reflect, and lead their own initiatives. By translating EntreComp into accessible training content and practical exercises, INNOVET LATAM builds a shared educational language between Europe and Latin America — one based on initiative, creativity, and responsibility. The tools are now ready to be piloted and adopted across partner VET institutions, ensuring that entrepreneurial education becomes part of the DNA of teaching and learning in the region.
